Privacy Policy

Effective date: October 26, 2026

About this policy

Stateful Partners (“we”, “us”) runs pullerdata.com and Puller, a building-permit data service. This policy has two parts:

  • Part 1 covers what this website collects from you when you visit it or fill in a form.
  • Part 2 covers the permit records we compile from public government records, which may name you.

You can reach us about anything in this policy at contact@statefulpartners.com.

Part 1: This website and its forms

What we collect

When you fill in the request-access form, we store what you type or choose:

  • your email address, name and company;
  • your use case, the regions you want, and your expected volume;
  • your message, if any;
  • what you are asking for (an API key, a sample, or a call);
  • that you accepted our Terms of Service, and when.

When you join the waitlist, we store your email address, the state and places you are interested in, your use case and your expected volume.

For abuse control, when you send a form we store a keyed hash of your IP address and the date. A keyed hash is a one-way code made with a secret key. We use it only to spot repeated or abusive submissions. We do not store your IP address itself with your form.

What we do not collect

  • We set no cookies of our own.
  • We use no analytics, advertising or tracking tools.
  • The website loads no third-party scripts.
  • No third party collects information about your activity across other websites through our website.

Our host, Cloudflare, may set a strictly necessary security cookie (such as __cf_bm) when its bot protection is on. The cookie tells people from automated bots. It does not track you for advertising.

Our host, Cloudflare

Cloudflare hosts our website and API. Like any host, it processes the data your browser sends with each request, including your IP address, in its own logs and security systems. Cloudflare handles that data under its own privacy policy, which you can find on cloudflare.com.

How we use what we collect

We use your information to:

  • answer your request, issue API keys, and send samples;
  • contact you about your request or the Service;
  • run, secure and improve the website and the Service;
  • prevent spam, fraud and abuse;
  • keep records of terms acceptance;
  • comply with the law and protect our rights.

We do not sell the information you give us on this website.

Who we share it with

We share it only with:

  • service providers who help us run the website and the Service, such as Cloudflare (hosting) and our email provider. Form submissions may be sent by email to contact@statefulpartners.com;
  • authorities or others when the law requires it, or when we need to protect our rights, our users or the public;
  • a buyer or successor if we are involved in a merger, acquisition, financing, reorganisation or sale of all or part of our business.

How long we keep it

We keep form information until our business relationship with you ends or you ask us to delete it. We may keep some of it longer where the law requires or allows, for example to keep records of terms acceptance, resolve disputes or enforce our agreements.

Your choices

You may ask us to see, correct or delete the information you gave us on this website. Email contact@statefulpartners.com. We will answer within a reasonable time.

Part 2: The permit records we compile

What the records contain

Puller compiles building-permit data from public government records in Nevada and Texas. These records come from city and county permit systems, County Assessors, county appraisal districts, the Nevada State Contractors Board and the Texas Department of Licensing and Regulation. They may include:

  • names and mailing or property addresses of property owners;
  • names, addresses, phone numbers and email addresses of permit applicants and contractors;
  • contractor licence details and discipline records;
  • permit fees and inspection results.

We may also deliver a contractor conduct score that we derive from these public records. It is our opinion, not a statement of fact.

We deliver this data to business customers by API and data files under a licence. Our customers agree not to use it to decide anyone’s eligibility for credit, insurance, employment or housing.

Asking for a correction or to be left out

If a record names you, you may email contact@statefulpartners.com to ask us to:

  • correct information about you that is wrong; or
  • leave your name out of future deliveries.

Tell us who you are, which record or address it concerns, and what you want. We may ask you for information to confirm your identity.

We handle each request by hand. We review every request and answer within 45 days. We act on a request where the law requires it or where we agree to. If we make a change, it applies to deliveries after the change. Customers who already received the data may hold earlier copies.

We do not offer an automated opt-out.

Many of these records are kept by a government agency. To change the official record, contact the agency that holds it, such as the city or county building department, the County Assessor, or the Nevada State Contractors Board.

Rights under state law

Nevada residents

Under Nevada law (NRS 603A.345), you may send us a verified request directing us not to sell covered information about you that we have collected or will collect through this website. Send it to our designated request address: contact@statefulpartners.com. We will respond within 60 days of receiving it. We may extend that by up to 30 days where reasonably necessary, and we will tell you if we do.

California, Colorado, Virginia and other states

Residents of California, Colorado, Virginia and some other states may have rights under their state’s privacy law, to the extent that law applies to us and to the information concerned. These may include the right to know, access, correct or delete personal information, and to opt out of its sale or of certain profiling. Some of these laws do not cover publicly available information or business contact information.

To make a request, email contact@statefulpartners.com. We may need to verify your identity. You may use an authorised agent where the law allows. We will not discriminate against you for using these rights. If we deny your request, you may appeal by replying to our answer, where the law gives you that right.

Other things you should know

Children

This website and the Service are for businesses. They are not directed to children under 16, and we do not knowingly collect information from them through this website.

Security

We use reasonable technical and organisational measures to protect the information we hold. No system is fully secure, and we cannot guarantee the security of any information.

Changes to this policy

We may change this policy by posting a new version on this page with a new effective date. If the change is material, we will also note it on the website. The new version applies from its effective date.
